Welded to a frame, deck, bumper or headache rack it becomes a permanent chain anchor with no clevis or pin to lose. The throat grabs a link so the chain can be shortened at the anchor. Follow American Welding Society procedures for the base metal and preheat - the weld, not the hook, is usually what fails on these.
